On June 19, 2019, the Clover Town Council held a Strategic Planning session in an effort to identify and prioritize the Town's strategic goals and objectives. While many great projects, initiatives, programs and events were named, the following were adopted by Resolution 19-06 at the Town's Strategic Priorities for 2019-2020 and will be a guide for future actions to be undertaken by the Mayor and Council in furtherance of the town's strategic goals and objectives.

1. Retention and Recruitment
- Implementation of salary adjustments using funds allocated in FY19-20 Budget: September 2019
- Assess competitiveness of compensation and classification study with surrounding jurisdictions as well as those that are comparable in size and budget: March 2020

2A. Zoning and Land Development Ordinance
- Appoint an Architectural Review Board to ensure exterior improvements within the Historic Corridor Overlay are appropriate and in harmony with the provisions set forth in the ZLDO: December 2019
- Prepare design guidelines for new, residential development and consider properties for additional overlays for consideration by Council: November 2019
- Evaluate multi-family uses as to appropriateness and compatibility with existing uses and prepare design guidelines for review by Planning Commission and Council: November 2019
2B. Downtown Revitalization
- Prepare recommendations and costs for Master Plan: March 2020
- Evaluate economic development competitiveness by studying mix of businesses, marketing, incentives, etc.; consider adoption of a business development plan: January 2020
- Complete commercial property inventory and contact owners regarding challenges with renting, developing or other using commercial property to its full potential: May 2020
3. American Thread Property
- Evaluate feasibility of renovating the buildings located on the American Thread site to include participating in site assessment, conceptual planning, cost estimates, and potential sources of funding: October 2019
SHOULD DO ITEMS
1. Evaluate the Zoning and Land Development Ordinance to proactively identify text and map amendments, which may better position the town for economic growth and that improve the quality of the town’s neighborhoods and commercial areas, and present recommendations to the Planning Commission for consideration.
2A. Inventory the condition of Town-owned streets, prioritize repaving based on pavement condition and usage, and pursue funding through the C-Funds and other sources to resurface them.
2B. Evaluate the feasibility of renovating the Amory and re-utilizing it as a community / recreation center and develop a recommendation for council’s consideration of the scope of the project based on council’s conceptualization of how the building will be utilized, develop an estimate of the cost of the project, and identify any possible funding sources that may be available to assist with the cost of the project.
3. Inventory storm water facilities with emphasis on those with deficiencies (stormwater study). Meet with SCDOT, York County and other agencies regarding problem areas. Inform Council of options with regard to improving stormwater drainage, costs and fees.
